regsvr32.exe is a windows executable used to REGister comSerVeRs (COM DLLs
and EXEs) in the windows registry database. It fills out the various
required entries for the DLL/EXE so that windows/other executables know
where to find it when it is asked for.

The copy of regsvr32.exe on my machine is in c:\winnt\system32 and is approx
10kb with a datestamp of 7-Dec-1999.

Yours may well be a virus...although perhaps later verions of it are more
bulky...
