EL in TS4

Is it possible to get Min. and Max. scaling values (vertical axis) of the
current screen? I like to position text on the upper and lower end of the
screen and need this values for the positioning of the text.

Can I in addition to that, change the current used Min. and Max. values of
the scaling in easy language?

Any ideas?
