EL logic probelm..test yourself !

I am trying to get EL to tell me how many tick bars (based on 15 ticks per bar)
are in one minute of time frame.

Generally it is 4 to 7 tick bars. 

But I want EL to tell me that

How can get EL to tell me that ?
