Ross,

I use Quote Plus (www.qp2.com).  It's a very affordable data service that
provides good data, a fast screening language and Visual Basic and C++
interfaces that you can use to construct more elaborate screening methods.
It also includes a lightweight charting package.

I do all my EOD work with QP2 running in Visual Basic (Excel VBA).  But to
do something as simple as you describe would take a couple of minutes to
write in the QP2 screening language.

The people at QP2 are very responsive and they do a great job.  I've been
with them for a number of years as have some of my associates and I highly
recommend them.
