TS code to launch an exe or batch file ???

Hi TS coders,
Is it possible to get TS2000 to start a batch or exe file ???

For example if the S&P500 trades at a 60 minute high then launch excel or 
some other software ???

A botched example would look something like:-

If High=Highest(High,60) then begin
	Launch Excel
end;
