What exactly do you mean by "cascades"?

It could be W2K. it does not handle threads too well. And it is slow.
If I am reading mail, and if the mail server is a little slow the
CPU will get stuck in a loop waiting for the packets to arrive and everything
else will suffer. For example, if I am playing music it will halt. If I am
moving windows the screen will blur.
Of course, in addition it could be the hardware.
