TS4 Security Block (again)

My apologies for raising this topic again -- I know it has come up many
times before -- but I lost my old Digest archives...

I am installing TS4 on a P 700 with Win 2000, and cannot figure out how to
get past the security block missing message.  Was on the phone with Omega
twice today and we did not resolve.   Tried modifying the SSIACT parameters,
tried changing the bios settings, no luck.

Does anyone have any recommendations?
