Security Block missing TS 4

I have just set up a new PC using Windows 2000.  I went with a 
fresh install of TS 4.

I installed TS 4 v19.6 from my CD.  I then installed build 21 from 
the omega website.  I then installed build 27 from the website.

Now, when I go to start the tradestation, I get a message that says 
"Security Block is missing.  Please install security block and try 
again."  My security block is there and attached securely.  I have 
no problem printing thru it.

Does anyone have any idea why this is happening?
