In Omega's infinite wisdom, they decided that we only needed that feature if
we were applying a system to a chart. It is in Chart Options - Strategy.
However it does not come into effect unless a system is applied. What I did
was to write a dummy system which will never give a signal to apply to
charts that I want margins on for drawing tools, etc.
