In the communications field, this is referred to as "propagation delay".
There are pieces of software that cost 10's of $K that measure simulated
network performance.  They are programmed with detailed information like how
long a stream of bits takes to get from A to B across 10 miles of copper or
10 miles of fiber and how much delay is introduced by a digital repeater or
network router.  All pieces of hardware are empirically tested for how much
delay they introduce under different load conditions.  Simulating 10 seconds
of a network can take from several hours to several days but gives network
designers valuable information about bottlenecks so they can be designed out
beforehand.

This is a problem I have reported upon before.  I have found time-stamp
discrepancies between data from the same service but received in different
parts of the country.
