Win98 Second Edition did have a shutdown problem.  The easy way to fix it is
to use the Windows Update function in Win98.

While connected to the Internet, click the Start button, then, at the top of
the menu, click on Windows Update.  This connects to the Microsoft web site,
which checks for updates.  You will get a list of updates, one of which will
be "Shutdown Problem".  Check the box to download it to fix the problem.
There are a bunch of security fixes which can also be installed by checking
their boxes.
