Why isn't Sygate enough?

My thanks to Tim and Glenn for being so helpful explaining Sygate

  It seems Sygate is stable under NT or Win2000 but has
problems under Win98. Sounds familiar.
  What I don't understand is why are people attempting to
add additional firewall protection on top of Sygate? What is
Sygate lacking that encourages this?
