I believe that they have improperly collected Exchange Fees in the past.  They
have required a full month's notice to remove an Exchange from a subscriber's
real-time data subscription.  So, for example, if in the middle of March one
notified DBC to immediately remove the CBOT from his datafeed, the removal
would take effect then, but he would be obligated to pay DBC the Exchange Fee
not only March (which is justified as Exchange Fees are collected as of the
first market day of the month) but also for April.  DBC would not owe the CBOT
for April but would have collected the Exchange Fee from the client --- in
effect transforming the April "Exchange Fee" from a rightful obligation owed
to the Exchange to a hidden Termination Fee collected by DBC.
