"cannot open master file" - sp4c

I decided to try upgrading to this latest rev (from sp2), and find 
that now when I go to apply an analysis technique, or edit one, I get 
a dialog box saying "cannot open master file",  and then I get the 
usual list of techniques...
This happens on two systems I've got...No response from omega on the 
problem...(what problem?)..
Anyone got a solution? is SP2 really our best release candidate bits??
It sure would have been nice if the pgm told me what file it couldnt 
open but I expect too much...
