Y2k Prob: Initializing Servier in TS 4

I am using TS 4.0 build 23.  I had applied the Y2K patch received 
from Omega in November.  It is used offline (no live datafeed, used 
only with EOD data).

When I start the server, it starts to initialize it ("Initializing 
Server by Omega Research...Please Wait"), but never completes this 
task.  Normally, this takes only about 2 seconds.

If I set the clock back to 12-31-99, it works normally.

Any Ideas?
