OK.
While in the process of uninstalling some software the DLL was accidentally
deleted. It was critical for a large number of things. Somebody sent me the
DLL which I replaced in the c:windows\systems folder.The DLL may also have
been recovered from the windows CD.

Now every thing is back to normal.
