I live in Northern Canada. Here's what works. Get a heat tape designed for keeping pipes thawed. It is a pliable thin strip which comes in various lengths, 110vac. Attach the heat tape to the back of the dish. Pay particular attention to the lower portion of the dish. Don't leave it on 24/7, just plug it in when weather conditions require it. Good luck.
