Which programs don't unload?  The only one that I know of that have this
behaviour is the DOS compatiblity box aka NTVDM.  When you run a 16-bit
program it will load one of these and when you exit the program, NT always
leaves at least 1 NTVDM running.  That NTVDM however is reused by subsequent
NTVDMs and NT only leaves one running unoccupied.

Running TS2k on NT if I load other programs then shut them down they
don't completely unload and eventually use nearly all my RAM.  Is there
another answer other than not loading them.
