usr.dmp was created at some time or other when you had a program crash and
Dr. Watson created a dump file.  You can delete it if you are not going to
send it to the program author.  If you look, you might find another .dmp
file too.  I think it will be called system.dmp and it's an OS dump that was
made at the same time.

pagefile.sys IS NEEDED.  That is your paging file for virtual memory.

I am attempting to free up some hard disk space, my opearting system is NT
Workstation. I have a file called user.dmp does anyone know what it is used
for, and if I can safely delete it?

While I am asking what does pagefile.sys do?
