When they first started requiring CTAs to register there were no 
qualifications or fingerprinting.  It was such a joke a friend of mine 
registered his German Sheppard as a CTA under the name of Luke Skywalker.  
The dog was registered as a CTA for several years until fingerprinting was 
required.  Guess paw prints were not acceptable.  The dog was highly 
succesful in that he never lost money for anyone.  Most CTAs, including me, 
could not make such a statement.
