I think Win 98 sucks.  Very flaky.  Too much "happy stuff" for the kiddies.
I'd stick with '95 or go to NT.

The biggest pain about NT is that you have to locate a lot of NT-specific
drivers.  So make sure that your printer manufacturer, your modem
manufacturer, etc. can supply you with NT drivers (check their web sites).
Get ready to fiddle around A LOT after you install NT in order to get all
your peripherals running.  Remember - there's no such thing as
"plug-and-play" with NT.

Also, check out your software before moving to NT.  There is some software
out there (you might be surprised at how much) that does not work with NT.
