If you're using active desktop, turn it off. Try the repair option in
IE 5 or, if you don't yet have IE 5, reinstall IE 4 and then add IE 5.
No guarantee that it will work, but Internet Explorer installation is
frequently a good repair technique these days. If that doesn't work,
and if you can't restore your registry, and if the Tweak UI repair
doesn't work, try reinstalling Windows 98--the objective being to
replace whatever file got corrupted when you crashed. Or better yet,
go to NT (with SP4, IE 5, and active desktop off), which is much less
susceptible to this sort of thing.

Microsoft has steadily improved the stability of the Windows 98/IE
products through successive upgrades (from abysmal to merely
terrible)--if you can't go to NT (which upgrades it to mediocre), see
if you can get your hands on a copy of Win 98 SE release candidate 3.
