Haven't had experience with them directly, but here's what the
Discount Brokers Compared website
http://www.sonic.net/donaldj/query.html has to say:

"Problem Brokers: Some usually good brokers who are now on our warning
list include DLJ Direct, Ameritrade, Waterhouse, E*Trade, Datek, and
to a lesser degree Web Street (borderline case), NDB, Discover, and
Wit Capital. We've been getting complaints about slow phone service
for all of these. When and if these brokers begin to answer their
phones promptly and otherwise provide good fast service, we might add
some of them to our "best for experienced investors" list. We do have
Datek on our list below, but you want to read our reviews of Datek
carefully before you think about opening an account there. See our
"Best Brokers for Experienced Investors" report."

I can vouch that Discover doesn't pick up their phones any more--I've
had an account there for years which I use on and off, and I used it
last week for some IBM calls, got terrible fills, and at one point had
to wait on the phone for 30 minutes to reach a broker.

Quite a few people have been recommending Dreyfus for options, but I
haven't tried them myself.
