I don't think so (the relinquish part). The proof is that, even with the
OFFLINE server, you can double the speed of optimizations by opening the
portfolio window which reduces CPU usage. You can speed up other apps in
NT by properly setting up NTVDM but it doesn't do anything to help the
speed of charting which shares the NTVDM with the server.
