I was noticing the same thing, until i decided to let
it go for a while after i shut down and all the tasks
(ts32, os32, etc) shut down after about 2 minutes.
Are you hitting ctr-alt-del right after you close the
program? if you are, you might want to wait a couple
of minutes and then check again...
