Installing TS 4.0

I reformatted my hard drive and installed Windows 98.  When I try to install
TS 4.0 the InstallShield Wizard runs until complete (100%).  At this point I
get an error message:


Isinst30
    An error has occurred in your program.  To keep working anyway, click
Ignore and save your work in a new file...

The dialog box which appears when Close is selected gives the details of the
GPF caused by ISINSTS30.  I'm assuming the InstallShield app is causing the
problem.  Any ideas?
