I think one program that was mentioned was InCtrl3 by Neil Rubenking
at PC Magazine. It records all changes made to your system when you
install a new program, but it doesn't try to tell you what effect
those changes will have, as you seem to be asking about above. Anyway,

I've used it a lot, and found it to be very helpful when trying to rid
yourself of those crappy programs that try to change things on your
system to suit themselves.
