The document wasn't written by him, so it is as reliable as the
electrons which comprise it. Also, the "quotes" were taken from a
speech to his constituency at a Y2K "preparedness fireside" (great
word). I'm sure in the context of a committee meeting he wouldn't say
such things, if indeed he said them at all. Anyways, politicians have
been known to be "less than truthful", ya know. ;-)
