Yes. But the kind of information you are referring to would be better termed
as "classified government information" which of course is illegal to use
(ala "Trading Places").
True industry insiders always conduct advance crop estimates (and other
types of estimates for energy and metals and livestock etc) of their own
upon which they take positions in the futures markets ahead of official
reports. That is not illegal at all. Very often the industry insiders have
better information than the government's own reporting mechanisms.
