I agree 100% with you. The problem is that the administrator hasn't 
got a clear guideline when to expell. 

The omega-excess-list has attracted so far quite a following and 
hopefully some postings will find that forum attractive enough in 
order not to pollute the omega-list. This effect might be strengthend 
if some clear expulsion rules were created for the omega-list.
