Those who own MS Office already have PhotoEditor which only needs to be
installed from the Office CD. Once you paste in a screen captured with
Shift+PrintScreen, you have the option of selecting just a portion of the
image, and saving whatever you want to GIF (most efficient), JPG or other
formats.
