I recently had a very similar problem when I upgraded to a new P-II
computer - expect in my case it was the system.ini file that TS couldn't
swallow. My new machine has two 10 GB  HD's so there was now way I could be
out of disk space.

Reluctantly, I contacted Omega Tech Support - as you know they are notorious
for their lethargy, impotence and indifference. Anyway, after much futile
stirring around in the startup folder, systray, and registry, they
eventually suggested that I rename my "system.bak" file to "oldsystem.bak"
and try again.

Whata ya know! It worked! I believe I they then had me go back and rename
the "oldsystem.ini" back to its original name. I realize that this is a
slightly different problem but it sounds like a variant of the same thing.
Perhaps this will give you a direction in which to proceed.
