Might be quite as dumb as you think. Introducing a two significant
changes such as all the upgrades, and the year 2000 stuff, can really having
you chasing your tail, not knowing which of two things causes problems. From
a software design, probably a whole lot quicker to do the upgrade as they have
done, and get it wrung out, and then just go back and change all the lines of
code that the Y2000 thing affect. That way if there are any side effects
they know what to attribute them to.
