As I understand it, there are really two Beta phases for TS-5.  The one that
is currently in place is the "private beta", presumably reserved for those
who are very experienced with previous versions of the program and more
advanced in testing new software, as well as more tolerant of the problems
and intricacies associated with beta testing.  
        
Once that phase is complete and the necessary alterations are incorporated
into the program, it would then be released into the "public beta" phase.  I
realize this is probably not what some people would wish to hear, but that
is my understanding and the procedure makes sense to me.
