Without having good floor+ arbitrage connections to tell you when a program
has happened,
the other option would be to follow the trail that a typical program trade
will leave. Watching such things as Premium, Tick, and a basket of the most
common stocks that are used for program trading should give you a good idea
when a program has occurred,
