[EquisMetaStock Group] ROC formula

Hi,

I want to develop a formula like this:

a:=Mov(C,9,S);
b:=Mov(C,21,S);
x:=If(a>=b,1,0);
y:= BarsSince(x<1);

ROC(c,y,%)

But how?
