What works for me is making sure that dates in Excel are always formatted in Month/Day/Year format before I save as CSV (my preferred Downloader import file type). When using CSV format it's wise to make sure that all other aspects of the file are correct before saving, because importing a CSV file with MM/DD/YY format back into Excel invariably mangles half the dates. I don't think mangling of dates should be a problem when working with XLS files though.
 
To be able to adjust the date format it might be necessary to change the Locale to "English (United States)" before being able to select the MM/DD/YY option. For me the default Locale setting of "English (New Zealand)" doesn't offer an MM/DD/YY option.
