Hmmm,
 
I just noticed something else.  If I open TradeSim first and then MetaStock everything is fine.  If I try to open MetaStock first, the TradeSim Dll is block despite the changes I made in the permissions tab.  I'm not sure why this is the case, but at least I have a solution.
