Jim,

Here is another suggestion in pseudo code.

X:= upvol/(upvol + downvol);
[this will give a percentage 0 to 1 (100%)}

Then use the moving averages suggested by Roy; see below.

Each day/bar is self scaling since the output is a percentage within 
a known range.
