what about the close ? was it near the high or low?

  Buy - when price exceeds the highest high of the preceding 20 days.
  Sell - when price exceeds the lowest low of the preceding 20 days.

  Does anyone have any suggestion on how to handle when price exceeds the 
  high and low of the preceding 20 days on the same day? which is a large 
  outside day. Should I buy / sell / take no action ?
