I am not sure what is it that you want:
1.Today's Close greater than the 20-day Moving Average of the Lows,or:
2.Today's Close greater than the low of 20 days ago?
If 1., then try:
C>Mov(L,20,S) {for Simple Moving Average };
If 2., then try:
C>Ref(L,-20);
