There are probably lots of different ways to determine this. Here are a few good measures. In general, you should see 1.) the current leg's high exceeds the last swing high, 2.) volume should expand to the upside and exceed average volume, 3.) price spread expands (measure with ATR), 4.) ADX rises and makes new highs. Also, what ever momentum indicator you use should show an impulse to the upside with new momentum highs in the indicator.
