Performance - Relative to what? The RSC is exactly that, it gauges how the security has performed relative to its benchmark, against which it is being compared.

Basically, the RSC is dividing the ROC of the Index with the ROC of the stock.
The calculation of the RSC depends on what time frame and periodicity you want to draw it up. If you are a short term trader you can use a moving average/linear regression of 5, 10, 15 or whatever period you choose. You can use it on the hourly, daily or weekly charts.
I had noticed (sometime back) that in the higher versions of MS, there is also a canned exploration which creates a 5 day ranking. (I do not have the higher version, but glanced at it at a friend's place).
Again, I have to stress, this ranking needs to be done based on your personal trading style.
The ideal thing would be to first rank sector indices and then rank those components, which make up the sector indices.
