How are you defining flatness?

If you mean the width of the BBands, lower to upper remains constant,
then this is easily achieved by observing the SD.
ROC(Stdev(C,20),5,%)<10 or something like this?

BBands will be flat i.e. horizontal across the chart when the MA on
which the bands are based is horizontal across the chart AND there is
no change in the SD. ROC(Mov(C,20,S),5,%)<10 AND
ROC(Stdev(C,20),5,%)<10, or similar

Either way, flatness is easily defined. You just need to define
precisely what yuo mean by flat.
