There is no such method, at least not in Metastock. I remember Roy and me having this kind of discussion about locating the number of stocks above/below a certain MA as you have mentioned. The thread should still be in the archives. That was about 5 years back.
 
I remember coming across some plugin claiming to process broad market data. I thought this was grossly ridiculous at that time. The cost of the plugin was more than the "other" software AMIBroker, which I believe has the capability of generating broad market data to a limited extent.
 
Anyway, to cut matters short, and since I was comfortable with Metastock, language/interface, I stuck to my old trusty MS, and got a custom software written to process broad market data.
 
Here is an example of the same.

I came in late, but sachin from what i understand, you want a counter
and you want to plot the results of that counter as a histogram. If
condition A is satified add 1 to the cumulative counter, else add
zero. Repeat for condition B. Enter the values of Counter A abd Couter
B into excel and then plot the difference as an indicator. New high
and new low data is not part of the everyday feed from most vendors.
this will be a way to generate that number.

dusant, a cumulative counter is an incredibly powerful tool; a sub
routine that can be used in to make different  types of analysis.
Example: the number of stocks above the 40wma in jan as against the
number now. I am sure someone hass already coded this. Any ideas where
i can look before i try and build it myself?
