I find that you have to close the individual chart (and release it 
from the layout), then re-open it anew. At that juncture you can set 
the x-axis date/time ranges to your liking and they'll be saved.
Once a chart is saved with a layout you lose the [ ] Retain Scale 
option as well as making changes to the dates - displayed or loaded. 
It's maddening but once you realize the workaround it performs as it 
should.
