Hello Dominick,
Here is a very crude off-the-top-of-my-head solution for you:
(Given that the 3rd Friday has got to occur between the 15th and the 21st
of the month)
dayofweek() = 5 and
dayofmonth() > 14 and
dayofmonth() < 22
