Organizing the Local Security Folders

I would be interested in ideas on how to organize the Local Data folders.  I
am using Esignal 6.0 and MS Pro 7.2.

Since the folders are limited to 2000 (?) stocks each, how do you folks
divide up the stocks between these folders?  By sector?  By Market?

Is there some way to screen out stocks that are under $10 or have a low
volume prior to placing it in a folder?
