I strongly HATE this message because i had it too many times :)
Last time i spend 3 days to fix this and the solution was the fact that
under W98 the software
for my ADSL connection provided by my ISP wasnot able to connect under
W2000pro.
after a horrible download ( it took hours ) of a very good PPPoE
software from Robert (from Germany)
i never had any problem with this horrible message. (i have an ADSL
modem : and boy this can be
flying high)

5) last resource sugestion : get that old damned MFC42.dll. back if
possible.
