I don't recall saying or implying that Northwestern was a public
institution. Many private university libraries allow outsiders to use their
facilities for legitimate purposes. Even the Vatican Library is open to
non-Catholic and non-Christian scholars.
I have use the facilities of private university libraries in different parts
of the US and Canada. Almost always the librarians have been most helpful
and courteous and they all knew that I was a visitor.

Regarding the Northwestern University Library:
I went to Northwester and know that it is not a public library. It is
only for the use of University staff, students and alumni.
